In 2002, the construction industry of the whole district finished added value of 210,000,000 yuan, with an increase of 35.7 than the previous year. It contributes 9.3% to GDP. The house area under construction stood at 1,205,000 square meters and the finished area 690,000 square meters, enjoying increases of 35.5% and 38.0% respectively. The house construction has got great development and the yearly increase has hit 30%. A group of outstanding residential areas have been built, such as Pearl Garden, Haibin Residential Area, Binhai Residential Area, Qingquan Residential Area, City Garden and Green House which are well equipped.
 
House property management
I. Management of residential areas
Laishai is a newly founded district, so there are no residential areas which are under the direct management of house-managing departments. The house-managing department is responsible for coordinating, directing and examining the management of the residential areas.
 
II. Private house property trade
According to the state and the local provisions on private urban house property, the following has been established with the facts of Laishan taken into consideration.
1. The scope of private house management
a. Buy and sell, confer, transfer and change house property right;
b. Change owner of the house property, and inherit house property.
c. Manage house property transfering formalities for those under the court's ruling.
 
2. The two parties must accord with the following conditions.
a. The two parties must be natural persons with full civil conduct ability;
b. The seller must have house property certificate.
 
3. The two parties must abide by the following regulations.
a. If the house has a part owner, the proof that the part owner agrees to the sale should be presented. Under the same conditions, the part owner has priority to buy the house. 
b. If the house is rented out, under the same conditions, the renter has priority to buy the house.
c. The two parties must abide by the relevant regulations of the state on prices.
 
4. Managing procedure of private house property
The two parties must take house property certificate, letter of proof and ID cards for the check-up of the managing staff. After that, the two parties get and fill in the application form, and the managing staff checks files. If the house is in accordance with the regulations, the two parties go to get the house notarized first and then manage the transfering formalities. 
 
5. Under the following conditions, the house property business is prohibited.
a. The house property has disputes;
b. The house is included those that will be dismantled;
c. The transfer of the house property is limited by the court.
 
6. Charging standard
a. Stamp tax in accordance with regulations;
b. The two parties should pay service fee;
c. If the house is to be transfered, bestowed and inherited, the service fee will be charged according to the evaluated price.
d. The forms will be charged.
